Dear Sharon:
Have never tried it, but seems to me this would work as a
substitute for evap. skim milk:
when reconstituting powdered milk, use just half the water
called for--then possibly scalding the milk (bring just to the
point of boil, but don't let it actually boil)
Canned evap. milk is reconstituted by adding equal
amount of water to it, so this seems like a likely substitute.
