Tortilla Recipe and Restaurants in Paris

I also mill my own flour and would appreciate having a good tortilla recipe.
Also, though I lived in Paris 18 yrs. ago for over a year, my needs were
different.
I will be in Paris at the end of March and need updated info on Restaurants i.e.
Vegetarian Restaurants (to say non fat would be sacreligious). Thanks.
