I have to say go for the electric steamer.  They are awesome.   Mine has two
plastic baskets that stack on top of each other and the lid is used to set the
food once it's ready.  I love mine.  It was really inexpensive, too.  I got it
at Target.  It's definitely the way to cook veggies, especially brocoli and
green beans.
